Ernest Newcombe Injured in Crash Ernest Newcombe, head of the Newcombe Trucking company which operates In southern Ore. Ron. suffered Injuries at 8:30 p. m. W Taylor, refrigerator car manager of the Association of American Railroads, whose address is 59 East Van Huron street, Chicago. The ICC has vented Taylor with authority to acl an its agent in Issuing certain ICC orders. The above order does not refer to on ions but prevents the use of re frigerator cars In tho Intra state shipment of potatoes in Oregon and California or in the shipment of such potatoes between these two states. The order docs not apply to Intcr-stato shipment of potatoes otherwise. The reason for the order Is that there is a great shortage of refrigerator cars and it was believed that the climate In Oregon and Califor nia was such as to permit inter state movement without deterior ation. "However, some 1300 refrig erator cars arc now moving from Chicago, and additional refriger ator cars drawn from eastern and mid-west railroad points will also be sent to meet the Immediate need in Oregon, Washington and California after the perishable vegetables and fruits have been taken core of. By MILO RYAN Rant Information Specialist Yesterday's article in The Her ald and News listed eight bases for adjusting rents frozen under the office of price administra tion's rent control program, There are a few more. OPA In authorized to grant an increase In rent: 0. Where there has been a substantial increase in the num ber of persons occupying tho rented dwelling, cither in a. The number of sub-tenants occupying the home under a rental agreement with the ten ant. b. A substantial increase in number of occupants in excess of normal occupancy for that type of dwelling on the freeze date, or c. An increase over the num ber of occupants contemplated by the rental agreement on tho date fixing the celling. This applies lo housing accom modations only, not to hotels or rooming homes. 10. Where on the dule fixing tho rent ceiling the property was temporarily exempt from real es tate taxes and the landlord was passing the benefit of this tax exemption on to his tenant, the result being a rent lower than the level for comparable accom modations. 11. Where, after one year of operation of rent control, the landlord is able to show that his net rental income is substantially lower than before rent control because of a substantial and un avoidable increase in property taxes or operating casts. But landlords should realize that the matter of rent adjust ment works both ways, and the OPA rent regulations provide the bases for decreasing the rent as well. The OPA has authority lo or der a decrease in rertf. under the following conditions: 1. Substantial deterioration other than ordinary wear and tear since the date fixing the ceiling. 2. A decrease In services, fur niture, furnishings or cquioment. 3. A special relationship be tween the landlord and tenant which, in this case, resulted in a HEALTH TO YOU! A schedule of varying rents that was at Its peak on the freeze dale. 5. A schedule of seasonal rents likewise at its peak when rents were frozen. H. A substantial decrease in occupancy. 7. A situation wherein the facts necessary lo determining the rent ceiling were in dispute, in doubt or not known. There are oilier bases for de creasing the renti but these arc Ihe most common. Landlords are reminded that the OPA rent office cannot dis cuss or accept petitions for ad justing the rent on any dwelling in Klamath county until the registration prlod, which began yesterday, has been completed. Oregon Navy Men Permitted to Work WASHINGTON, Oct, 4 (Pi Navy men in the l.'Hh (Oregon) district may work during spare lime in the pulp and lumber mills, aides of Senator Cordon (R-Orc.) announced today. The navy's personnel bureau advised Cordon's office that or ders had been issued to allow the men to work whenever their commander decides that an emergency exists and that there will be no interference with civilian labor. Cordon's office said appeals for help had come from Coos bay area mills working on war orders.
